Recent statements by the Minister Scajola a revival of the nuclear power plants are not feasible. Are the same as five years ago, the same minister, remained on paper regularly
In fact it suffices to consider the case of the deposit of waste Scandicci to understand that nuclear power plants will not ever. The vetoes of local authorities and the popular reaction will not permit it.
However, there are other reasons that make it unreasonable and uneconomic nuclear plants.
1) Italy no longer has an industrial base or nuclear technology. The first should be rebuilt, the second largest importer with serious costs.
2 The estimated cost per nuclear experts are highly optimistic. I declared seven years for their construction are not realistic. The French nuclear power plant under construction in Finland is already two years late with serious costs. A recent MIT study argues that the actual timing of construction are of 109 months, without permission.
In a country like Italy crippled by chronic delays, bureaucracy, vetoes, lobbying interests, then the times and costs are bound to swell dramatically. Everything is obviously at the expense of the public debt of the city.
3) Several studies have shown that the cost of closing nuclear power plants (decomissioning) can not be assessed accurately and could be much saltier than expected. For now, the French refer the issue of expanding the service period from 30 to 40 years and maybe even 60 years. A study by the British Nuclear Decommissioning Authority in 2006 estimated at £. 70 billion (105 billion euro) cost for the closure of nuclear plants in England. (*)
4) are unclear and the costs of nuclear waste management, not to mention the risks.
5) A very long time of construction involve high costs in terms of capital advances that would be paid back many decades later.
6) The material fissile is not unlimited, nor a source of renewable energy.
7) The alternative sources, primarily wind and solar, are becoming increasingly competitive. The company Nanosolar in California is already able to create solar cells to less than $ 1 per watt, while the sector has not yet benefited from economies of scale or of any technological advances developed in the laboratory.
The will of the Minister to revive the nuclear power plants seems to respond to a logic of centralization and strengthening of political control over the production of electricity and not to an innovative policy that would benefit many small businesses in the emerging local advanced technology and installation.
